The final transaction value is the total agreed purchase or lease amount of an eligible EVAP Incentive vehicle before taxes and other excluded costs. Under the EVAP program, this value is one of the primary factors used to ensure whether a vehicle is eligible for a federal incentive. It is different from the vehicle's MSRP because it reflects the actual selling price after eligible adjustments.
Melissa and Joe purchase an electric vehicle with a base price of $45,000. They choose a premium trim costing $2,000, add a sunroof package for $1,200, and select premium paint for $600. Their final transaction value is $48,800, which falls below the program limit, making the purchase eligible for the EVAP incentive.
Mohammed and Samira select an electric vehicle with a final selling price of $49,000. They also purchase winter tires worth $1,300. Since winter tires are excluded from the final transaction value calculation, the qualifying amount remains $49,000, allowing the vehicle to remain eligible for the incentive.

The EVAP Vehicle List includes models with MSRP of $50,000 or less. However, vehicles not on the list may still qualify based on final transaction value. Canadian-made EVs have no transaction value cap.
